At the moment, all the development activity is happening at GitHub yet
the ASF Jira instance is being used to track it. This is not a
transitional state. It has been like this for years. It is simply not on.

There either needs to be a clear declaration from those involved with
OGNL of their intention to complete the move of OGNL to Commons (and
evidence of real action to undertake that move) or Commons OGNL needs to
be shutdown.
