Since transitive dependencies are pulled in by build tools automatically,
this doesn't really matter. If we make something available via maven
central, people will start to use it. This is why we have snapshot
repositories, where we can push things that will change. Commons components
are likely to be depended on by a variety of other projects, so the
likelihood of version clashes is high. I don't see another way to avoid jar
hell than being very restrictive. We have discussed this very often and
nobody has come up with a better solution yet (and I don't think such a
solution exists).
