The problem is that Ant requires build.properties, but SVN only
includes build.properties.sample.

DBCP won't build from a virgin SVN checkout.

It requires either copying the file or using something like:

-Dcomponent-propfile=build.properties.sample

I think that's a bug in build.xml.

The Ant build should work directly from an SVN checkout, so should
pick up standard jar locations by default.

Users should be able to override them if necessary, but should not have to.

BTW, there are two indentical DBCP2 builds - one uses
COMMONS_SCHEDULE, the other DEFAULT_SCHEDULE.
The latter should probably be deleted.
