No it does not. The ASF does NOT require copyright assignment from contributors. Contributors
always retain the copyright on their contributions.

Note that the copyright in the collective work is owned by the ASF.

The NOTICE file only needs to be updated if the code being contributed is done so under a
license that requires a notice.

Contributions are under the ALv2 by default and do not require such a notice.
