It is not a policy to this project to keep jdk dependency as low as
possible. People with outdated jdks can use the outdated commons
packages. We can even make a release of an older commons package if we
feel the need.

But for current development we should use current technologies. Doing
otherwise is - as Gary pointed out - an unnecessary restriction and
for sure does not attract new committers.
