In theory it is the tip of JUnit's master branch.

Probably.  I'm not sure how long this has been the case.  We may be
trailing behing JUnit's tip.

For now I have purged the working copy of JUnit and the next run will
check out a fresh one - which I hope will resolve the issue for
configuration.  Later (I intend to have a slow week) I'll try to figure
out why we've gotten into this situation.
