Actually, just found ot that using <activeByDefault> is a bad idea,
because it only applies if no other profile is activated.

In the global or user settings.xml, one can put:

 <activeProfiles>
  <activeProfile>apache.snapshots</activeProfile>
  <activeProfile>...</activeProfile>
 </activeProfiles>
 <profiles>
   <profile>
      <id>apache.snapshots</id>
...

and the listed profiles will always be active unless specifically disabled.
