Also, might be worth seeing if Commons Parent 22-SNAPSHOT helps with Maven 3.
That has an updated version of the site plugin.

Just update the Math pom locally to 22-SNAPSHOT and add the snapshot
repo to your settings.xml:

    <profile>
      <id>apache.snapshots</id>
      <activation>
        <activeByDefault>true</activeByDefault> <!-- or you could use
false and -Papache.snapshots -->
      </activation>
      <repositories>
        <repository>
          <id>apache.snapshots</id>
          <name>Apache Snapshot Repository</name>
          <url>http://repository.apache.org/snapshots</url>
          <releases>
            <enabled>false</enabled>
          </releases>
        </repository>
      </repositories>
    </profile>

The snapshot repo is already included in the Apache Pom, which is the
parent of Commons Parent (i.e. grandparent of Math), and can be used
to resolve anything other than Commons Parent ... because if the
required version of CP is missing, Math does not know its grandparent
is the Apache POM.
