[codec] now uses the standard layout.

I cannot get M3 to pick up src/main/resources unless this is preserved:

  <build>
    <resources>
      <resource>
        <directory>src/main/resources</directory>
      </resource>
    </resources>

Which seems to be fixed when I run with commons-parent 22.
