File names. As Oliver already pointed out, the binary files should start 
with "commons-" prefix and this should also be the directory name in the zip 
and tar.gz files.

The property commons.release.version in the POM still claims 1.3.1.

Apart from that I could build successfully from source with my compiler zoo 
including using the java-1.4 profile on Linux/x64.
