Last step is an svn copy with source as the (edited) Working Copy and
destination as the tag URL (what the SVN book illustrates as a WC ->
URL copy). So step 3 above as (changed to https while at it):

  svn cp -m "Tag blah" . https://svn.a.o/repos/asf/tlp/tags/blah
