The PMC chair can make a directory tree read-only or restrict access
to certain groups of users.

However that would prevent tag creation ... and tags also need to be
deleted, e.g. when an RC tag is renamed to the release tag.

SVN supports commit hooks (which would be the responsibility of infra).

I don't know if it is possible to block only certain types of commit,
but unless the rule was accepted by all TLPs in the shared SVN then it
might be a pain to administer.

But I do agree that tags should be write-once.
