So p(false failure) = 1 - dbinom(0, 100,.001) = 0.09520785 ~ what we are observing. The p-values reported on failure are generally near the boundary. I guess the alternatives are to reduce the sensitivity or to disable the tests. I am OK leaving as is as long as others don't mind the noise.
