Three and half years past...
I am using Commons 1.4.1 but this bug still exists.
Are you planning to fix this bug at all?

I think, the best chois will be to surround bug block with 
try
{
...
}
catch(NullPointerException e)
{
throw new IOException(e.getMessage());
}

So it will be processed by programs as IOException (such it is by logic!).
