I'm not sure this is a good idea.

Presumably this converter would use the "system locale" to determine how to parse the input
strings. This means that 
  01/02/2006
will generate 01 Feb 2006 when run on a server in Europe, and 02 Jan 2006 when run on a server
in the USA.

That's not the kind of behaviour I would like to see a library default to.
