I've duplicated this issue.  Here is a snippet of example code...

    FileSystemManager mManager = VFS.getManager();
    FileObject mObject = mManager.resolveFile("");
    boolean exists = mObject.exists();
    InputStream mStream = mObject.getContent().getInputStream();

The criteria for duplicating this is that bar should be a file with full read permissions
to whoever is accessing it, and foo should be a directory with execute but NOT read permission
(assuming posix stlye permissions).  

The exists function incorrectly returns false, and the  getInputStream() function throws an
