I'm -1 to deprecating time in favour of JODA; but +1 to keeping time very
limited and officially suggesting JODA in the javadoc.

Simple improvements to the implementation of java.time (as such) are good, but
if we're trying to fix their design or build a new design - we should point to JODA.
