I just submitted my solution to this problem (Bug 39276) because I wasn't aware
that there was already a bug for it. However, I question the viability of this
approach:

1) it seems over engineered for the problem.
2) it doesn't appear there's a way to allow webapp deployers to customize the
FileItemFactory and ServletFileUpload objects.
3) most damning of all, it hasn't been touched in nearly three years.

Is this the solution commons-fileupload is going to use? And if so, is anyone
planning on making it work?
