Looking at svn log, .info support was added in June 2004 (the 1.0.1 release was 2002), so
the new 
Validator releases will fix this bug.

Here's the line of special domains:

var knownDomsPat=/^(com|net|org|edu|int|mil|gov|arpa|biz|aero|name|coop|info|pro|museum)$/;


As far as I know, Struts should work with the new validator jar, they distributed the older
one so as to 
change as little as possible while doing security bugfixes. So you've identified the correct
fix - replace 
the validator jar.

I've got Struts compiling against the latest validator at work :)
