I'm sorry but I don't think this is a good enough reason for a -1 vote. If
it is, then its placing another hurdle that AFAIK will affect all Commons
component's releases - since its a limitation of all the maven builds.  The
vast majority of people don't build from source and the small minority that
do can very easily find help in this forum to overcome this hurdle. It
doesn't actually come up that often (with any of the components) so IMO its
not a big issue and it also has no impact on the quality of the IO build.
Also you could just go to the IO wiki page and add something there to
document this yourself. Please lets not add to the barriers/bureaucracy of
releasing unless we absolutely have to.

The Maven build will fail [1] if you do not have commons-build
installed.

The documentation makes no note of this dependency (or I could not find
it.) IMO, this needs to be mentioned in the following places:
