i played around with the svn:externals approach yesterday and the
problems with the resolution of entities in maven make it harder than it
should be. it's fragile and has taken a lot of maintenance over the
years so maybe it's time that we gave another approach a try. 

generally speaking, hosting DTD's on apache hardware is very much
frowned up: DTD look ups eat a surprising amount of bandwidth. in this
case, though, i don't think that it should cause a problem.

why not give it a try and see if it improves things?
