The org.apache.commons.cli2 package (which this patch affects) is not in the 1.0
release and so has not yet been released. People shouldn't be depending on the
behaviour of this package or the HelpFormatter.

Maybe somebody with more familiarity with the cli package could update the
release notes if you guys choose to commit this patch? I'm happy to write a
patch for RELEASE-NOTES.txt, but I feel that I am too new to the cli package to
really know what's been happening since the last release.
