This is actually a lot simpler than that.  All you would need to do is refactor
to use the method

public static byte[] encodeBase64(byte[] binaryData, boolean isChunked, boolean
isUrlSafe)

and simply have it use a different _standard_ alphabet.  The RFC actually
specifies what should be done and other libraries have already implemented it
this way.
