Yes, it can be done that way, but we want to keep a single form for various
other reasons related to the design of the "Wizard"-like Action base class we've
created.

We "worked around" it by subclassing the code to provide the entry point we needed.

We no longer have the visibility we need to do this with the current versions of
Struts/Commons, so we are looking into other frameworks that will allow us the
functionality we need.   Right now, we're stuck back on Struts 1.1 because of
this.  We've considered doing our own Struts/Commons build with just a few lines
of code changed, but are hesistant to go down that path.
