The PROPOSAL file is the proposal for the creation of the Commons component in 
the first place. It is what was used as the basis of the decision on whether or 
not to create the component. Thus it is a historical document, and not a living 
statement on the component as it is today. See the Jakarta Commons charter for 
more information.
