As Paul says, loading the DTD is required, for things like entity definitions or default attribute
definitions. See the xml specs for attribute "standalone".

However there should be some mechanism for registering a local copy of DTD to use rather than
fetching the URL specified in the SYSTEM attribute. If this doesn't exist in Jelly then it
should do...
