Summary: FileHelper.copyRec throws exception when copy succeeds
           Product: Commons
           Version: unspecified
          Platform: Other
        OS/Version: other
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Transaction
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: wsmoak@apache.org

I believe that r350000 introduced a bug in FileHelper. It throws an exception
if target.createNewFile() succeeds rather than fails.

Test case and patch (adds one character!) to follow.
