FileUpload throws a SizeLimitExceededException if the request size is over the
configured maximum. However, even when FileUpload does this, the servlet
container continues to upload the request from the browser. I am not aware of
any way that FileUpload could prevent the container from doing that. If someone
knows a way, I'd be happy to hear about it.
