Changing these methods to throw a different exception type could break existing
code that depends on the fact that they throw IllegalArgumentException.  What if
someone (even if it's not suggested) puts a try/catch around a call to
Validate.notNull() which catches IllegalArgumentException?  For most cases
you're not really supposed to catch runtime exceptions, but that doesn't mean
that it's not done.
