I would prefer to see a 2.2 release with a smaller change set
(VariableFormat, StrTokenizer and StrBuilder), but if someone volunteers
to create such a NumberFormat, that's fine with me. 

I've never seen NumberFormat as a bottleneck in from my performance
tools but "your mileage may vary" ;-)
