The problem was due to the (documented) "unpredictable" behavior of BigDecimal
constructor when supplied double values.  As a workaround, I changed the
implementation to pass a string argument instead. 

I am leaving this open, since I think we should eliminate use of BigDecimal
altogether and code the algorithms directly.
