I'd like to contribute null-safe CollectionUtils#isEmpty(Collection) and
CollectionUtils#isNotEmpty(Collection) methods to Commons Collections 3.1+. 

I use such methods on a regular basis (ensuring logic correctness and null
safety are good), and was surprised to find similar methods in Commons Lang for
ArrayUtils and StringUtils, but not in Commons Collections. I've searched both
Bugzilla and the Commons Collections API - let me know if my proposal is a
duplicate.
