creates a thread to stop the service so we don't get killed by the OS

Without this fix timeouts of > 1 minute don't work (at least on Windows XP).
The OS thinks that the service is stuck and kills it. Timeout errors appear in
the NT event log. 
The service_control_handler needs to return so the calling OS thread can
monitor the service stopping. Shutdown needs to happen in another thread.
