Need to create new strings on the heap in all cases

In some cases apxExpandStrA and apxExpandStrW create new strings on the heap
(if there is a %) and dont if there is not. The caller in prunsrv.c always
frees the string and so if there is no % it then crashes. The fix makes
apxExpandStr(A/W) create new strings on the heap in all cases.

Tested by setting SO_ENVIRONMENT=KEY=VALUE then installing and running the
service
