It is not a bug. FileUpload is returning to you exactly what the browser 
provided as content encoded per RFC 1867. As mentioned before in the comments 
for this bug report, it is not the role of FileUpload to interpret the values 
supplied by the browser.

As for FileUpload being "of little use" without this change, that makes no 
sense, since you can use the same couple of lines of code in your application, 
if this is the ehaviour that you need.
