You are absolutely right.  When upgrading the commons-beanutils from 1.6.x to 1.7.0 we havent
noticed that, so the jakarta-commons-beanutils JPackage.org package was not installing the
additional jar file, nor were we adding it to the commons-jelly classpath for building.

I am fixing the packages at JPackage.org.  This can be closed as NOTABUG (I just don't know
how to do it).
