Subject [VOTE] Add James Carman as Commons Proper committer [was Re: Add me as a committer...]

I would like to propose James Carman as a commons
committer. He has already provided some help on
[collections] and intends to provide more. He is a
Hivemind committer, so this is primarily a karma
issue.
