I've updated the javadoc for class ContextClassLoaderLocal to be more explicit,
particularly about the situation where this class fails to work correctly.

I believe there is actually a serious problem here though; if a user writes
their own subclass of Converter, loads it via a component-specific classloader,
and registers an instance of it via ConvertUtils.register, I think this will
prevent the classloader being garbage collected. This is, unfortunately, a
reasonably common scenario.

A new o.a.c.beanutils.converter.MemoryTestCase class has been committed which
demonstrates this problem; now we just need to figure out some solution (if
there is one!).
