Allow GroupImpl to ignore arguments for another group

This patch allows the GroupImpl to process options that come up during the
processing of an unrelated group. For example, if groupA contains option1,
groupB and groupC, groupB processing won't cause groupC options to be skipped.
This patch is not a complete fix because it will not catch -groupA_arg1
-groupB_arg1 -groupA_arg2 but catches some common cases like -groupA_arg1
-groupB_arg1 grouptB_arg2.
