I'm not sure I see the problem here.  FTPClient.listFiles() discards the "." and ".." entries,
so 
the 0-length array is accurate.  To prove that there is a problem, could you try to put one
real 
file into this directory and try your experiment again?  Then, if listFiles() did not always
return a 
1-element array, I would concede there is a problem
