There's also a means of checking supported char sets with new io package, but its 1.4 only.
I've been 
trying to workout a way of throwing exceptions that don't just throw Messaging exception.
Personally i 
don't see what's so evil about letting UnsupportedEcoding and address exception bubbling up
to the 
user, certainly no less confusing than throwing the same exception for everything.
