Try using
<c:when test="${fn:length(VistaTreeModelProxy) > 0 %>">
You will need "JSTL functions library". 

The behaviour you describe is meant to be used this way:

<c:out value="${VistaTreeModelProxy[0]}"/>

and it will write the first element from your list!
