I think this is a good idea. Its not quite as straight forward as it initially 
seems, since Arguments can be overriden for specific positions/validations.

IMO I think there should always be a 'default' Arg and that their position 
should be the order they are in the XML. Args for specific validations should 
either follow the 'default' Arg they're overriding or have the 'position' 
specified.

I'm attaching a patch which does this to give people a chance to comment before 
I apply it.
