Size Threshold in Commons Upload not Working

The threshold has nothing to do with whether or not something gets uploaded. 
FileUpload has no control over that, since the browser determines what to send. 
The threshold is used to determine whether the content of the item, once 
uploaded, should be retained in memory or written to disk. That is, if your 
threshold is 4096 bytes, then anything smaller than that will be retained in 
memory, and anything larger will be written to disk.
