[JXPath] Problem in namespace handling

The Cocoon forms framework relies heavily in JXPath for binding forms data to
business objects and/or XML. One of the newest requirements is being able to use
XML namespaces as well, so we tried to integrate the latest JXPath version but
went through a blocker because of what seems to be a problem in namespace
inheritance. Attached is a test case which reproduces the issue, just drop to
src/test/org/apache/commons/jxpath and run the test suite (sorry for the messy
XML as an internal string, but it was the easiest way to send y'all some stuff
to test right away).
