I'm also in favour of the general staying staying exactly the same as it is now, except for
the (few) edge cases that cause us problems. Using something like setShortMonthNames() as
Steve mentioned earlier sounds reasonable enough to me to catch Locale-related language issues,
and the data formatting we can allow the user to specify exactly, but *only* when they know
they have a problem and need to use that functionality.
