Description:
If a tag can't be found by a tag library, it's output as XML. This is fine for tags where
Jelly can't find a TagLibrary for the namespace. 

But, is a TagLibrary is found but the tag isn't, I think that there should be an error either
at parse time or run time. For most libraries, I don't think that users want to output XML
if they misspell a tag name.

The TagLibrary always has the opportunity to return a tag that outputs the XML. So, for the
cases that do need to output XML if there's no tag found, there's a solution.
