[validator] Investigate removing <arg position=""> attribute

Summary: [validator] Investigate removing <arg position="">
                    attribute
           Product: Commons
           Version: 1.2 Final
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Validator
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: dgraham@apache.org

Martin Cooper had a good observation on the struts dev list that maybe position
isn't needed. We might be able to use the order the <arg> elements appear in
the xml to indicate their position.
