can't get log4j logger in webapp under tomcat5+java1.4

Are you saying there's no way to use the log4j bits from commons-logging
inside a webapp w/out modifying tomcat jars?  In tomcat 5.0.24, the only copy
of commons-logging stuff I see is

$TOMCAT_HOME/bin/commons-logging-api.jar

Do I replace that with commons-logging.jar?  Or put the commons-logging.jar
somewhere inside tomcat?  (I've tried putting it inside WEB-INF/lib as well as
placing a commons-logging.properties file inside WEB-INF/classes and I still
can't get commons logging to use log4j.
