Fixed in nightly build 20040716.  I modified the approach that you took in your
patch to make the caller (BaseContext) responsible for dealing with the fact
that getOwner() sometimes returns a non-Owner object.  This avoided the need to
modify the Step interface, which would have broken every Step implementation in
the world.

AFAICT, this fixes the reported problem -- please re-open if I missed something.
